Operational data collection in winter service: Content-technical advice for procurement and implementation

Salzburg Research supported the state of Styria in the tendering, procurement and implementation of a telematics-supported operational data collection system for winter services.

Challenge

Road maintenance organizations have a duty of proof for winter service activities (scattering and clearing). In the case of accidents, in particular, legal inquiries can specifically focus on the activities that occurred at the accident site and time. Because handwritten logbooks and radio logs are no longer up-to-date, the state of Styria needed to acquire a telematics-based operational data collection system. In addition to the hardware, software modules for planning, controlling, and documenting the winter service were also required. The market for hardware and software solutions for the winter service is challenging and hotly contested, and the collection of scattered data is not easy. The state of Styria therefore required technical and content-related expertise for both the tender and procurement, as well as the implementation.

Solution

Due to its expertise in the areas of geo- and mobility data analysis as well as a previous consulting service for the State of Salzburg, Salzburg Research was commissioned as an independent research institute. The goals of the assignment were a detailed requirements’ analysis, technical and content-related expertise in the entire procurement process in close cooperation with the procurement lawyers, as well as support during implementation. Our contribution to the implementation included functional testing and feedback within the framework of software development and adaptation, as well as quality assurance of the winter service data by random checking of the recorded data using methods of data science.

According to the best bidder principle, a contractor has been awarded the contract, which, as we are now convinced, will implement the project professionally and with high quality. It is very gratifying that the State Administrative Court also confirmed the substantive argumentation in a review procedure and judged the award procedure to be correct.

Salzburg Research will also support the state of Styria in the future digitalization of work processes, for example in route service and summer service.
